The Netherlands presents first national blockchain research agenda

AMSTERDAM, May 8 2018 - The first research agenda on blockchain was presented to Rob van Gijzel, ambassador of the Dutch Blockchain Coalition. The agenda focuses on the emerging and impactful blockchain technology. Government, knowledge institutions and the business community have jointly defined the themes of the agenda. It is the first time such a research agenda has been drawn up within a national context and on a scientific basis.

Commissioned by TopTeamICT, the Dutch Advisory Committee on Blockchain, an advisory committee supported by NWO, has delivered a '360 degree scope'. All areas relevant to the further development of blockchain are covered, including technology, legal issues, economic impact and ethics. The agenda relates to fundamental as well as applied research questions. Multiple organizations will shape the agenda, through which several million euros will eventually become available for scientific research.

Dutch contribution to European blockchain planning

Blockchain is a young technology at the beginning of the technology life cycle, which means many research questions still need to be answered. Based on the document relevant parties in the Netherlands, including applied science colleges, universities and other research institutions, can further schedule their research activities regarding blockchain issues. The research agenda serves as a source of inspiration for anyone conducting blockchain research, from individual students to government programs and (research) organizations.

Additionally, the research agenda can be an important instrument in the Dutch contribution to European planning and work programs regarding blockchain research and development.

The document was created with the assistance of a broad group of representatives from the government, business and knowledge institutions, chaired by prof. dr. J.C. van de Pol (University of Twente, chairman of the advisory committee). These representatives are a reflection of the actors required for the development and successful implementation of blockchain technology. The client for this research agenda is the TopTeam ICT of the Ministry of Economic Affairs and Climate Policy.

J.C. van de Pol: “This research agenda for blockchain is unique in taking its starting point in responsible science and aims at designing a technology for society, based on shared public values. The overarching concerns - trust, sustainability, governance - lead to a wide variety of research questions, which are now put on the agenda in a single coherent vision.”

About TopTeam ICT
If the Netherlands wants to take maximum advantage of the possibilities created by digitization in the future the business community, government and scientists will have to utilise ICT opportunities together.

To achieve this the Ministry of Economic Affairs and Climate Policy created the TopTeam ICT under the program label dutch digital delta, with René Penning de Vries as its figurehead. TopTeam ICT is in charge of several national innovation programs, such as the KIA ICT, Commit2Data and the Dutch Blockchain Coalition. In these programs and initiatives work is being done in public-private cooperation with organizations within the Top Sectors, Universities, Knowledge Institutes - such as TNO, NWO, CWI, NLeSc-center -, several ministries and branch organizations - such as the Netherlands ICT, CIO Platform ICT, FME, VNO -NCW, ECP|Platform for the Information Society - and private organizations and SME parties.
